Seized by Uncertainty explains how Canadian governments responded to that threat. Despite early warning signs, governments failed to appreciate the trade-offs required to respond to the pandemic. Their approach, at times intolerant of debate and ignorant of diversity, served the interests of some over others. Their response prioritized stability and containment, enabling four in ten people to work from home, disproportionately benefiting an educated middle class who profited further from soaring stock markets and housing prices.

Mental health issues spiked, racialized people were much more likely to test positive for the virus, those in low-income sectors experienced unstable employment and lacked workplace safety protections, the lives of low-risk youth were in constant suspension, and residents of some care homes were virtually abandoned.

Seized by Uncertainty studies the pandemic response through the contexts in which it emerged, exposing uncomfortable truths about a fragmented society and governance problems that predated the threat.

Becoming Green Gables

In 1909 Myrtle and Ernest Webb took possession of an ordinary farm in Cavendish, Prince Edward Island. Ordinary but for one thing: it was already becoming known as inspiration for Anne of Green Gables, the novel written by Myrtle’s cousin Lucy Maud Montgomery and published to international acclaim a year earlier. The Webbs welcomed visitors to “Green Gables” and soon took in summer boarders, making their home the heart of PEI’s tourist trade. In the 1930s the farm was made the centrepiece of a new national park - and still the family lived there for another decade, caretakers of their own home.

During these years Myrtle kept a diary. When she first picked up the pencil in 1924, she was a forty-year-old homemaker running a household of eight. By the time she set the pencil down in 1954, she was a seventy-year-old widow, no longer resident in what was now the most famous house in Canada. Becoming Green Gables tells the story of Myrtle Webb and her family, and the making of Green Gables. Alan MacEachern reproduces a selection of the diary’s daily entries, using them as springboards to examine topics ranging from the adoption of modern conveniences to the home front hosting of soldiers in wartime and visits from “Aunt Maud” herself.

A Thirst for Wine and War

Beginning in the fall of 1914, every French soldier on the Western Front received a daily ration of wine from the army. At first it was a modest quarter litre, but by 1917 it had increased to the equivalent of a full bottle each day. The wine ration was intended to sustain morale in the trenches, making the men more willing to endure suffering and boredom. The army also supplied soldiers with doses of distilled alcohol just before attacks to increase their ferocity and fearlessness. This strategic distribution of alcohol was a defining feature of French soldiers’ experiences of the war and amounted to an experimental policy of intoxicating soldiers for military ends.

A Thirst for Wine and War explores the French army’s emotional and behavioural conditioning of soldiers through the distribution of a mind-altering drug that was later hailed as one of the army’s “fathers of victory.” The daily wine ration arose from an unexpected set of factors including the demoralization of trench warfare, the wine industry’s fear of losing its main consumers, and medical consensus about the benefits of wine drinking. The army’s related practice of distributing distilled alcohol to embolden soldiers was a double-edged sword, as the men might become unruly. The army implemented regulations and surveillance networks to curb men’s drinking behind the lines, in an attempt to ensure they only drank when it was useful to the war effort. When morale collapsed in spring 1917, the army lost control of this precarious system as drunken soldiers mutinied in the thousands. Discipline was restored only when the army regained command of soldiers’ alcohol consumption.
